Don't know anything specific about rally or similar but last year we stayed on the Southport site. Walked to the station, site is about midway between 2 about 10-15 minutes flat walk, very reasonably priced and frequent trains right onto Chester and the Wirral stopping at a lot of stations for exploring including Liverpool. Can't say it was quick but reliable, you can add the buses in for 10p incase trains go awry 😉. Recall it being about £6 each, no parking issues either.

I live in Southport where there are indeed trains to Liverpool every 15 mins, costs £5.20 for a day saver adult ticket, and it takes around 40 mins to the city centre. There are a couple of options for a site: the club has one but there is also a Britstop right on the Promenade which is popular is it's only £10 a night. You might like to consider staying on the Wirral too as the Giants are also going to be there. As yet, their exact route is not known to the public. The site at Heswall is lovely and there's lots of walking & cycling right on its doorstep.

I forgot to tell everyone there is a RSPB car park where free overnight parking is allowed on the north end of Southport at Marshside. There's plenty of room for motorhomes but just be aware the coastal road can be quite busy so may be noisy. The car park is opposite the nature reserve on Marine Drive, less than 5 mins from the town centre.
