Everyone loves your dog on a lead

I am a dog owner but this is just one reason why I would like to see dogs on leads on site. Last year on a hot sunny afternoon, relaxing outside the 'van with my dogs, all tethered, a little dog came running up and set my dogs barking. The owner said that there was no need for her baby ( it was a dog) to be on a lead as everybody loved him. My dogs didn't and  I told her so. I didn't report her and I didn't argue. I just went with my dogs into the 'van.  This happened a few times before she realised that I was not amused.
