I have never seen water in headlights so I guess it should not be there and you have a leak somewhere. If it still works I wouldn't worry too much but ultimately it may need replacing.

How much water? Surface condensation or 1" in the bottom? The back of a headlamp should have a rubber cover on the back ie you'd have to remove it to replace a bulb, if this is missing then you might well get condensation inside. Dry the headlight with a hairdryer and if the cover is missing, try & get hold or a replacement cover.

We have had this, but a side light. Easy enough to take out, reseal little seam in light unit, after thoroughly drying out and replacing bulb. We could have kept a goldfish in it, but it dried out fine, and has given no further issues after sealing.
