You should be able to travel from England to Wales after 29 March when the England "Stay at Home" restriction ends. Do not be put off by the "Stay Local" mantra. That is purely guidance, with no legal enforcement.

That's not the directions from HMG...

Stage two
No earlier than 12 April:
All shops allowed to open
Restaurants and pub gardens will be allowed to serve customers sitting outdoors, including alcohol
Gyms and spas can reopen for individuals and households
Hairdressers, beauty salons and other "close contact services" can reopen
UK domestic holidays away from home permitted, with self-contained accommodation able to reopen for use by members of the same household

  Why would that be? when the information posted by Tinwheeler is only what the club think? not what HMG have said, also is written into their  "road map"cool ,

How are site wardens, on those sites where there are at present caravanners/Motorhomers staying who have no permanent residence and at present are using all the site's facilities, going to manage those facilities when they open up their sites from 12th April for one and all when those same facilities are not supposed to be open? Will there be one rule for the few and another for the majority?

You may be able to travel then,  but doesn't the "no overnight stay" instruction remain in force?

Anyway, as we've been told throughout,  just because you can do something it doesn't mean you should.

Probably wiser to wait the extra couple of weeks surely?

Your post specifically states "when the England"Stay at Home" restriction ends."

You obviously realise Johnson was talking about England. You will be able to travel into Wales and or Scotland  if and when those Parliaments lift their restrictions for you to do so. The laws for travel inside those areas are for those Devolved Govs to make.

Do we know that people staying on such sites are using the site facilities? I have no idea but just wondering.

They certainly were during the first lockdown, and I suspect that it will be no different this time either, although I could be wrong.

There was some discussion on our SW TV news that camp sites might be able to open up toilet facilities as per public toilets but maybe not the shower areas at present. Still waiting for confirmation I think.

(Not that we'll personally use them at all.)

There was also talk of more pop up camp sites in the SW with portacabin facilities etc. If all this goes ahead and the weather is good it's going to be very busy indeed for those that like crowds!
