The position is more complicated than that: the new restriction to 70 kph applies to single carriageways in Flanders, it remains 90 kph in Wallonia and dual carriageways and motorways remain at 120 kph - even when towing!
I was tempted to make a comment that on many Belgian secondary roads, the surface is such that 70 kph is fast enough!

Any place that can't agree on a parliament for 17 months is complicated. We tourists don't notice it much but locals certainly do.
For goodness sake it's like living in a country that has 2 separate languages going on at the same time. Oh yeah....... mmmm. Maybe I should keep quiet.
