Finding a site as a non-resident

Dear members

I have just registered on this site hoping to find a few tipps on the following:

I am from The Netherlands and having lived in the UK for many years in the past, I still come back as often as my job allows me to.

My plan is now to buy a static caravan in order to have a spot of my own for the occasional weekend and certainly my holidays.

In my quest to find a suitable park, I have stumbled across a few issues that worry me and might be a bit obstacle to my plan:

Some parks do not allow non-residents of the UK to pitch a mobile home there on a permanent basis. Others have informed me that as well as the annual rates, (which I am happy to pay) I would need to pay local council tax.

Can anyone on here give me some advice as to whether this will be the case on all parks? Like I said, I am looking to visit my home only 5-6 times a year for a short weekend, plus some of my holidays.
