Should the wardens clear paths & roadway

If a CC becomes snowed in, should the wardens be clearing the roadway and paths and adding grit where required?

I know there are H & S rules. The HMG website quite clearly shows that unless anyone clearing snow does anything reckless, like using a hose pipe, then a case would not suceed.

What are your thoughts on this as it is not pleasant trying to drive or walk on a site that is snowed up even with only a few centimetres of snow?

Should you be charged for the extra nights if you were forced to leave the caravan behind because in your opinion it would be dangerous to move it off the site?
