When is the Club going to enforce the 5mph rule?

We have just spent 3 weeks at Haycraft, beautiful weather, great Wardens and a lovely site. Our stay was only marred by the ever increasing number of members who continue to ignore the 5mph rule! The problem seems to be getting worse and I am sick and tired of people steaming past the front of my van at speeds up to 20 mph. Why oh why does the Club continue to allow it`s members to do this? Surely we are now reaching a point when this rule needs to be enforced, how bad does it need to get before the Club will act to enforce this rule?
