why is affiliated site charging electricity?

in the 2013 sites guide the affiliated site Royal Vale (knutsford, cheshire, page 168) has a pitch fee with 2 adults of £20, and under the additional charges £4 for EHU, Extra adults £5 etc etc. Now why can affiliated sites get away with charging separately for electricity where actual "proper" CC sites all have electricity (where provided) included in the pitch fee? The club (as well as the C&CC) wen through years of explaining to us that they could not charge separately for electricity, and have insisted that CLs which provided hook ups should also have inclusive charges.   Has anything changed? Why can Royal Vale do it? 

I have always liked as an option the C&CC's "standard" grass pitches which can be used (in suitable weathers!) as I don't need a hook up for a couple of nights' stay.
