I don't have a specific recommendation as there are so many and it depends which part of France you are looking at.
Here's a map showing the location of vets which have been used by travellers in the past. You just need to remember that if you get an EU pet passport, you will need to get an EU vet to administer the rabies boosters as and when they fall due, as UK vets are not recognised.
As an alternative, have a look at this FB page which recommends a number of UK vets who do AHC's for a lot less than some vet practices.

My understanding is that French Vets have recently been instructed not to issue Pet Passports to any British animals who are unable to provide a proof of residence in France. You may of course be lucky and find a vet who will do it for you but it seems that these are very much in the minority.
You do not mention which part of France you are travelling to, but if you are in the South West I suggest you consider hopping across the border into Spain. Vets in Spain appear to have a far more flexible approach and will allow you to use the campsite address where you are staying to issue the passport.
One point - you will need to allow the Spanish Vet to give the animal a Rabies jab as this is one of the requirements for the passport - the UK jab which will be marked in your Animal Health Certificate is not valid for entry into the Spanish passport.

An. Article in this weekends. Papers suggested that vets in Northern Ireland could issue EU pet passports. The rabies jab would have to be done there but the 3rd year boosters could be done anywhere in the EU.
I don’t think you need the health certificate to go to. NI but this would need checking
pat least they speak the same language so it should be possible to sort out any problems before booking a ferry. (Or. You could go to Dublin!)

Two and a half years ago we got our dog a pet passport in Spain. We changed our holiday dates and started returning to the uk when his annual booster was due, so we started to have this done with his tapeworm pill on our return journey, either in France or Spain. This year we had both done and his rabies booster too - total cost of €85.excellent value in France.

I keep reading conflicting information. We want to take two dogs to Italy via France this year. One will need AHC as he has never been abroad. The other is a rescue. She has a Spanish passport with up to date rabies vaccine. Can she travel on this passport even though she is now UK resident?
