Where, does this legal requirement cut in, is there a limit, genuine question?

Intensionally here but constructively to get a feel of the quantity of LPG carried to invoke a legal labelling requirement.
There could be a box of lighters.
Seriously though, with an expansion ratio of 270:1 and a volumetric stoichiometric ratio of 24:1, it seems quite easy, given that overall volumetric ratio of 6500, a modest lighter could potentially blow a domestic car up quite impressively.
So not as way out as even I thought.
